Paring Down Personal Ranks

Again, I think this is the proposal that the most people would support. This would get rid of required number of settlements, as well as the large settlement size restriction. This changes nothing besides that. The build numbers look different because they used to be spread between multiple places before, now they are consolidated. The totals for each rank have not been changed.

The number of settlements required for a rank up whilst in the charter is not a rule that is currently enforced so removing it does make sense.
