Paring Down Personal Ranks Vote

This vote is to change personal ranks so as to remove the need for large settlements and other settlements, as most seemed to not prefer them. Total numbers of builds have not changed, nor has the number of specialized builds, they have just been separated from each other, so as to have two numbers.
