Poll opening and closing

This is how ive been creating polls, and wanted to define it as an official policy:
The voting period opens on Mondays at 12am Pacific, and closes at 12am the following Monday.
A poll must be posted ON monday, but the actual post may not go up until later in the day monday, because it manually has to be posted by someone, I've found it convenient to have a clear end time.
