      Proposal:
1.) The ender dragon, on death, has a 100% chance to drop 2 elytra.
2.) Each elytra has 0.25%(1 in 400) chance to be a rare named elytra enchanted with Unbreaking V and Mending

Would looting affect the loot table in any way?

It historically hasn't, to the best of my recollection.
I'm fine either way, so I guess anyone feel free to weigh in on that portion.

It did on Aldemeria, I specifically remember getting 7 elytra's from one dragon kill. Maybe Cerdic cheated the drops or something since we killed it together, but he claimed it was the interaction of looting. I do agree with adding 2 confirmed ones though.

Looting does effect the loot table. It 100% did on strays so there is no reason it wouldn't on the dragon.

I worked on the loot tables with him originally, but I'm not sure where we ended up with that.

You have to define the looting interaction when you create the table so it would have completely depended on what we put in there.

I also don't care either way. Getting elytra like this is fine with me, as I personally don't want to have to build my way to an end city when all the near ones have been taken. Think of the poor future vassals.
