Extending Time Until Non-Participation

As I mentioned in the discussion channel on discord, when we last changed this time frame there were many more votes happening. I still think it was a good idea to shorten it past ministerial vote timeframes, but now that we are putting a lot less things to vote, I think it would be a better idea to have it be 3 months instead of 2. This would still make it so that a vote has to be cast in the interim of ministerial cycles, which is currently not a guarantee, and thus I will be pairing this with a every other month check in vote, which shall have its own discussion shortly. If anyone else has a better solution to this problem, please address them in the appropriate thread.

I do agree that things have slowed down, but is this an issue that we are having? Are people at risk of becoming inactive because of this? I'm not disagreeing with the proposal but I would like some more context to the situation.

@Kalo I feel like this is a problem because if you miss a single vote you are going to become inactive. With a large amount of time in between, you have to be watching for every single one. I think that raising it to 3 months and having a check in vote every other month at the least allows more leeway without being too restrictive.
