Implement a Check-in Vote Every Other Month?

This would implement a check-in vote, to go up every other month on the second week of the month. This recurring vote would have no legal consequences other than a renewal of voting activity, and would thus not require a week of discussion before. As there are things to vote on this week anyway, it shall begin happening next month on the 10th. Relevant discussion here.
